Yes Khalid, that's exactly what it means. It's also called name grabbing. 
 I have been offered various oman-related domain names, e.g.  
internet-oman.com by someone who registered every possible combination 
of internet- plus country names. Don't buy. You will always find another
name 
that suits you, and if you really need the domain name someone has grabbed 
without using it, just wait until the registration expires (check through a
domain 
name search egine for the registration date) then register it for yourself.
