For most of the available information about the governmental programs
conducted in UAE for disabled/handicapped nationals, try a web search. 

Some useful search terms should be: united arab emirates AND health AND/OR
medicine AND/OR public health). 

Use search engines such as Excite, Yahoo!, Lycos, InfoSeek or Alta Vista. 

The poster also might check and compare similar programs for those "special-
needs populations" conducted in Saudi Arabia, Jordan, Turkey and Iran.

I found a number of articles on those subjects when I was web-searching a few
months ago on sites involving the Arabian Peninsula and Gulf region about the
cultural and social aspects of 

*  medicine (general and specialized practice), 

*  health care delivery

*  mental health, psychiatry and psychotherapy 

*   medical and remedial rehabilitation, education, training, and societal
integration of special-needs populations (children and adults)

*  surgery and related procedures

*  organ transplants, replacements, and amputation

*  reception and treatment by admitting hospitals of Muslim/Arab patients and
their accompanying families.
