Iran

Nine year-old Arian died after being half-starved and beaten by her father and
step-brother; she weighed 15 kilos when she dies. Nahid and Ali Golshani
had divorced
in 1991, when Arian was 3; under Iranian law a daughter can stay with her
divorced
mother up to the age of 7 (boys only up to 2) - unless the mother
remarries. But Mrs.
Golshani remarried, and Arian was handed over to her father and his new
wife. The
Iranian media has given much coverage to Arian's death, and the parliament
has now
passed a new law giving custody of children to relatives or orphanages if
their parents
are not fit for the task. Lawyer Mrs. Ebandi says she wants the law changed
so that
mothers can ask for the custody of children. Arian's father has been given
a prison
sentence of 2 years and ordered to pay blood money, the step-brother - now
eighteen -
has been sentenced to death by hanging. Mrs. Golshani will receive only
half the sum
that would have been paid were the child a boy, she must pay the
step-brother's family

Gulf

Gulf leaders discussed the setting up of a new Gulf assembly at their
annual summit in
Kuwait in December. Proposals suggest it will consist of 30 members, 5 from
each of
the 6 Gulf States; Saudi Arabia, Oman, Bahrain, Kuwait, the Emirates and
Qatar. Unlike
the European Parliament in Strasbourg, the members of a Gulf assembly will be
appointed by their governments - not elected by their people.It is not
likely to have
powers to propose or veto legislation. The debate on the proposed
association comes
at a time of growing disenchantment with the Gulf Co-operation Council,
which is seen
as little more than a royal club, which has done little for unity or
democracy in the region.

Oman

A statute has been agreed, under which Omani women may divorce under special
circumstances. Firstly, if their husband is not financially supporting them
in the event of a
long separation. Secondly, if their husband is missing for more than a
year, or is jailed
for 3 years or more. The law provides men the right to bring his parents
and children by
a previous marriage to the matrimonial home, but denies the same rights to
women.
The wife can however, prevent a husband from bringing in another wife (in
Dubai Islamic
law allows them four). The new law specifies 18 as the minimum age for
marriage; this
may have a considerable impact on a society which commonly marries cousins
at a
