Try Emirates from Dubai to Yemen, I know they started to fly there, it
might be cheaper from Dubai that from Muscat.
None of the Gulf countries are set up very well to receive visitor from the
seaward direction.
You can try getting seamans papers and getting on a cargo ship. The papers
are needed because, like other Gulf countries, tourists do not come off of
boats into Yemen.
