Since your friend apparently works in one of the Sultan's official agencies, 
departments/"diwans" or offices, you might try some web searches for < Oman > 
< government > and navigate among those resultant sites. 

If your friend does not appear in any directory online, but you have an idea 
where he works or what he is doing there, you might ask one of the e-mail 
addressees that appear in your web searches to relay your note to him as a 
courtesy.
