Dear John
For one thing, you would need to review Ministerial Decision No 171/2003
(Justice Ministry) published in August this year, which details procedures
and supporting documents required for notaries public to issue marriage and
divorce documents. The decision was due to take effect on the date of
implementation of the Notary Public Law. It is likely that the decision
would refer to any pre-existing regulation or state whether such regulation
would be revoked.
If either of the parties wishing to get married is non-Omani, a written
approval from the Ministry of Interior has to be submitted, (according to
the published news item).
